Indian Railways does hold back a small number of berths under Emergency Quota for exactly these situations. This page explains what that quota is, who qualifies, how to apply through the right office, and what realistically works faster when you have very little time. Please read this first. How to Apply for Emergency Quota Book a ticket first. You need a valid PNR, whether waitlisted or RAC, since EQ works as an upgrade to a confirmed berth rather than a fresh booking. Write an application addressed to the Divisional Railway Manager or the Chief Commercial Manager of the division your train starts from. State your PNR, train number and date, the passengers involved, and the reason in plain terms. Attach your proof, such as medical papers or an official letter. Submit it at the divisional commercial office of the originating division. Going in person works considerably better than emailing, since these decisions get taken quickly and locally. "Emergency quota confirmation" ranks among the most common lines touts use, and many people pay heavily for nothing. Railways charges no fee for considering an EQ application beyond the normal fare. Nobody can guarantee an EQ confirmation, because the decision rests entirely with railway officials. Anyone claiming a contact who will confirm your ticket for money is operating illegally, and you risk losing both your money and your ticket.
