Duty Pass Quota in Trains The duty pass quota in trains is set aside for railway staff who travel to perform official duty. It also covers certain serving and retired railway employees travelling on Duty, Privilege or Post Retirement Complimentary (PRC) passes. This guide explains who can use the duty pass quota, how berths are earmarked in premium trains, and how the emergency quota split works in 2026. A duty pass is a travel authority issued to railway staff before their journey date so they can travel on official work anywhere in India. Against this pass, staff can obtain a reservation on almost all trains, including premium services such as Rajdhani. The pass is granted under railway rules and is separate from a normal paid ticket. Three pass types commonly use this quota: Duty pass: For staff travelling on official duty. Privilege pass: A leave or personal-travel entitlement for eligible employees. PRC pass: The Post Retirement Complimentary pass for retired railway servants. Duty Pass Quota in Rajdhani and Shatabdi Type Trains Premium trains such as Rajdhani, Shatabdi, Duronto and Gatimaan charge higher fares than ordinary Mail or Express trains, so the duty pass quota on them is handled a little differently. A share of the quota is kept at the reservation counter for pass holders, and the balance is released as Emergency Quota (EQ). The broad pattern is as follows: In 3A of Rajdhani type trains, and in AC Chair Car and 2S / SL of Duronto trains, about half the earmarked duty pass quota stays at the counter and the other half is released as Emergency Quota, up to the limits below. In 2A, roughly one quarter of the earmarked duty pass quota is kept at the counter for Duty, Privilege and PRC pass holders, with the rest released as Emergency Quota. Maximum Berths Earmarked as Duty Pass Quota The upper limit of berths or seats earmarked in each class is shown below, split between counter allocation and Emergency Quota. How This Affects Other Passengers Since a portion of the duty pass quota is released as Emergency Quota, some of these berths can free up close to chart preparation. For general passengers, this occasionally helps a confirmed or RAC ticket clear late, so it is worth knowing when you are watching a waitlist.
