A waitlisted train ticket creates the same confusion for lakhs of passengers every day: the chart is prepared, the ticket still shows WL, and the train is at the platform. Can you board or not? The answer depends on one thing most people do not realize: whether you booked an e-ticket online or a counter ticket at the station. The rules for the two are completely different, and boarding with the wrong one can get you fined and deboarded. Last Updated: 5 July 2026 Here is the complete picture, in simple words. Quick answer: If your e-ticket (IRCTC online ticket) is fully waitlisted after charting, you cannot board. It gets cancelled automatically and the refund comes back to your account. If you still travel on it, you are treated as a ticketless passenger. If you have a counter (window) waitlisted ticket, the ticket remains valid, but you are not entitled to a reserved berth. You may travel in the general coach, or ask the TTE, who can allot a berth only if one is vacant. Waitlisted E-Ticket: You Cannot Board This is the rule that surprises most passengers. If you booked online through IRCTC or an app and your ticket is still fully waitlisted when the final chart is prepared: The ticket is cancelled automatically. You do not need to cancel it yourself. The refund is processed automatically to the account or card you paid from, usually within a few working days. Cancellation or clerkage charges apply as per rules. Your PNR is no longer valid for travel. Entering a reserved coach with a cancelled waitlisted e-ticket means you are travelling without a valid ticket. What happens if you board anyway: the TTE treats you as a ticketless passenger. You will be charged the full fare for the journey plus a penalty (minimum Rs 250, or an amount equal to the fare, whichever is higher), and the TTE can ask you to leave the reserved coach or deboard you at the next station. Arguing that "money was deducted" does not help, because the system has already refunded that money to you. This applies equally to a Tatkal waitlist (TQWL) e-ticket. If it does not confirm by charting, it is cancelled and refunded automatically, and it cannot be used for travel. Waitlisted Counter Ticket: You Can Travel, But Without a Berth A waitlisted ticket bought at a railway reservation counter (PRS window) works differently: The ticket is not cancelled automatically. It remains a valid ticket even if it stays waitlisted after charting. You are not entitled to a reserved berth or seat. Strictly speaking, a fully waitlisted passenger should not occupy the reserved coach. You may travel in the general (unreserved) coach on that ticket. The TTE can allot you a berth if one falls vacant, for example when a confirmed passenger does not turn up. Meet the TTE early, as vacant berths are allotted in order. In practice, many counter-ticket passengers board the sleeper coach and request the TTE. Be aware that if the coach is full and the TTE objects, you can be asked to move to the general coach, and occupying someone's confirmed berth can create exactly the situation we covered in someone is sitting in my reserved seat, from the other side. Partially Confirmed and RAC Tickets: You Can Board Two situations often get mixed up with full waitlist, and the rules are friendlier: Partially confirmed e-ticket: if one PNR has multiple passengers and at least one is confirmed or RAC after charting, the ticket is not auto-cancelled. All passengers on that PNR, including the waitlisted ones, are allowed to travel, though the waitlisted passengers must share the confirmed berth(s). Carry ID for everyone. RAC (Reservation Against Cancellation): an RAC ticket is a valid travel authority. You can board and you get a shared side-lower berth (two RAC passengers share one berth). The first chart is usually prepared about 4 hours before departure, and a second chart shortly before departure. Your final status appears then. Ways to check: the IRCTC website or app, SMS your 10-digit PNR to 139, call 139 (press 2), or the official IRCTC site. Counter ticket WL: travel in general coach or request the TTE. Partially confirmed or RAC: board normally. Refund Rules for Waitlisted Tickets Waitlisted e-ticket: auto-cancelled at charting, refund credited automatically to the payment source, usually within about 3 to 7 working days, after deducting the applicable clerkage charge. Waitlisted counter ticket: not auto-refunded. If you decide not to travel, surrender the ticket at the counter (or as per current rules, within the prescribed time before or after departure) to claim the refund. The fine plus fare usually costs more than a fresh general ticket, and you risk being deboarded mid-journey. If your e-ticket looks unlikely to confirm, keep a backup: a general (unreserved) ticket for the same route lets you legally board the general coach, and current-booking berths are sometimes released after charting. Try current booking. After the chart, vacant berths are offered as current booking on IRCTC and at counters, often at a small discount. This is the legal way to convert a failed waitlist into a berth. On busy routes, book early or use alternatives: a nearby boarding point, a different quota, or splitting the journey can beat a deep waitlist.
